I can’t receive my personal ov chipkaart. Here this picture is actually from the NS website. I don’t know why I can’t call 0900-0980, which is the phone number for the OV-chipkaart company, to check the order of my ov chaipkaart. My plan is already activated on 14/2. but still I can’t get my card. 
My reference no. R01_0222055754.

Since you already have a reference number, I think your contract order should be all right. Please contact our customer service to check your order. Most of the time they can also see a OV-chipcard number. When they can give you the OV-chipcard number, you can contact the customer service of the OV-chipcard to ask when the card was sent and to which address.
