I have the Dal Voordeel contract with 40% discount on weekends and non peak periods. The contract states that we get 40% discount for three additional people that travel with you on these periods. My question is how do I activate the three people that travel with me?

You do not have to activate anything. Your fellow passengers do need an own ov-chipcard and they need to activate it. An alternative is an e-ticket. In that case you do not need an ov-chipcard, but remenber: with an e-ticket it is not allowed to be in the train during peek hours. There are no peek hours in the weekend.
