I have a NS Flex Weekend Voordeel subscription. My friend has an anonymous OV chip card. According to the rules, as a holder of NS season ticket, I can give a 40% discount if I travel with up to 3 people. So if I travel with my friend during the off-peak hours or the weekend, do I also get a 40% discount, as he does, since we're traveling together?

As weird as it may sound, you may let your friend travel with you during off-peak hours on weekdays with 40% discount because of combined travel discount, but you yourself will have to pay the full fare during off-peak hours on weekdays. You should upgrade your subscription to Dal Voordeel if you wish to travel with 40% discount during off-peak hours on weekdays yourself.
Clearly, you do get the 40% discount during weekends, since that's exactly what your subscription entitles you to. And to be clear, if your friend travels with you during weekends, then he can get the discount too.
