I recently left my bag on a train, thankfully it was found. I wanted to ask if I can somehow authorize someone to pick it up for me.

Yes, someone else may pick up the bag, but she/he needs to provide their ID, authorization that you allow her/him to pick it up and the confirmation of the item that has been found.
