I stand corrected. Apparently it’s different when the Eurail/Interrail pass is bought from abroad or in the Netherlands.
When bought in the Netherlands, they allow for one outbound and one inbound cross-border trip (no surcharge/supplement needed).
Alternatively and as stated by others, there are plenty of regular intercity trains between Rotterdam and Schiphol Airpoirt via Den Haag/Leiden or even Haarlem (worth a visit!) that don’t require the HSL supplement, but take about 25 minutes longer.
When travelling to/from Amsterdam Centraal, you might as well take those.

Eurail has no concept of inbound or outbound, only Interrail has. The conditions do not depend on where you buy either of those passes.
