I booked two tickets for 3.90 each to go from duivendrecht to schipol and the transaction passed but the ticket was not registered and I also did not receive an email for it. I was in a hurry so I just booked another two tickets, this one was okay and I received the tickets and the email. Is it possible to get a refund for the other transaction even if I didn't receive the email or the tickets? I have proof of the double transaction on ING. 

When two tickets are absolutely the same, contact Customer Service, and you may have a refund. Normally sales of e-tickets are final, this is an exception. NS is however not obliged, but they will probably do.
