Will it be possible to use NS flex 40% discount on the stoptrein (from Scheidam C to Delft campus by NS bus) as there are no trains on the route?

Yes. All NS tickets and subscriptions are able to be used on train replacement buses.

Each bus stop will have a pole where you'll be able to check in and out using your OV-Chipkaart.

 

Just make sure you're traveling at the hours the 40% discount is valid, as you would when traveling by train.

Yes, your NS Flex 40% discount subscription is valid on the NS bus. Check in/out rules are the same as if the NS bus were a NS train.

Watch for NS mobile check in/out points near the bus stops or use fixed NS station poles.
