If the child has a personal OV-chipcard with the Kids Vrij product loaded onto it, and the child is supervised by someome aged 12 or above, then they can travel for free, yes.
If the child is travelling alone or without supervision of someone aged 12 or above, then the child needs to have a Railrunner ticket (or any other valid ticket).
