Hallo!

My name is Oleg and I am a future exchange student coming to the Netherlands next year for 6 months. I am currently in the process of getting my residence permit and securing a place. Since I am considering traveling by local trains (railway trains) from Leeuwarden to Groningen, it would be beneficial for me to get a personal OV chipkaart and apply for a Dal Vrij season pass. Since I will have registration as well as a dutch bank account at that time, will it be sufficient for me to apply for personal OV chipkaart? Or are there any potential problems that may arise for my specific circumstances?

That should not be a problem at all. A Dutch bank account will make things very easy in the application process.

A Dutch bank account and Dutch postal address will work fine. For a Mijn NS account, phone number may be 010 0000 000 (NS will not call you anyway).

A free EU Revolut IBAN account will work, too. Revolut supports iDeal payments (for subscriptions), and they will give out NL IBAN numbers from next year.
