The most simple way is via https://www.ov-chipkaart.nl/purchase-an-ov-chipkaart/personal-ov-chipkaart.htm you will receive it within a few days (order now and have it Tuesday) and can then add subscriptions to it. Payment via PayPal is possible from some countries.
When ordered through NS it can save you € 7,50 but it will take a week for any subscriptions to be active. Payment per iDeal only.
