Hi! My NS account got terminated because of not able to pay the balance invoice. May i know if i will still be able to use my NS card to tap in and out of train and bus? And if yes, how will i pay for it and how is it possible if i don't have monthly subscription anymore?

Make sure the cancelled subscription is removed from your card. You can check this at a vending machine. Afterwards, this is also where you can charge your card to be able to use its standard prepaid function again.
