I had similiar situation but i entered the station through metro peron and checked out at rotterdam centraal. Because of that i was chatged 20 euro. It is criminal to do such a thing. I didn’t fo anything wrong. If there is a problem with that the stairs should be dovided with the gates. Ns doesn’t consider this as a  condition for return. This looks like a systemic fraud on people who have no idea it works like this and are not aware as the system is built wrong. If I only knew i need to go out and check in with ns gates i would do it. In fact wverytime someone is using these stairs is doing the same. That doesn’t make sense and cause troubles for travellers.
