She can use any NS subscription she likes. She will however need a personal OV-chipkaart. The easiest way to get this is to order it online for her using your own bank account and your Dutch address, so you'll have the card delivered there, with the subscription already active. Via customer service, she can then change the bank account to her own, if it supports SEPA direct debit. If not, she could get a free Revolut account. If her bank account does support SEPA direct debit, then she also needs to check what it will cost to use it, since NS will be debiting euros and her bank will convert that to pounds and will probably charge a fee for that.
