Looking for clarification. I subscribed to the Dal Voordeel last month and paid the subscription fee of €5.60. I receive the invoice for this month, but a €5.60 is included in the bill. Therefore, isn’t that the subscription fee has been charged twice during first month of usage (€5.60 + €5.60)?

The one on the invoice is probably for next month, since subscription costs are always paid in advance. If you look at the invoice, the period for which you're paying is clearly indicated.
