I am foreign and I want to buy a chip card because I am coming for work on Sunday. I can't buy a personalised card because I need to alteady have a Dutch bank account. Do you know if I can do something about it? Also, jt says that it needs a week until I receive this card. Can I use NS before that with the discount or not?

Welcome to our NS Community hlektra28. Unfortunately the delivery-time is fixed on one week, so it's not possible to start it earlier. The season ticket will start after this week en prior to this you have no rights to the discounts a season ticket gives you. You don't need a Dutch bank account to order: https://www.ns.nl/en/customer-service/payment/problems-when-paying-online.html.
