Is it possible to use the OV chipcard when travelling in Belgium? E.g. If I check in with my card in Maastricht and travel to Hasselt or Liège can I check out with my card there also? Or do you have to buy a ticket? Because the OV Chipcard only works in the Netherlands?

No, it is only in the Netherlands with some exceptions in Germany near the frontier. You can use a subscription in a specific way for the Dutch part of your journey to Belgium. You can use your chipcard from Eindhoven NL up to Lommel B, but I do not consider it as a good advice, as it takes quite a lot of time.
BE has its very own natioanl chipcard, MoBiB. Can use for train seasons (not tickets) and on the various buses and trams of the flemish and wallon regions, and even BRUssel. Tis you canNOt use in NL-except for a very few short ends of some BE-buslines running into NL.
DK=Denmark also has its very own national chipcard, can be used on all transit there and again not outside-not even on the interworking trains to South-Sweden, where they again have their very own chipcard, regional and not national

The OV chipcard was only ever meant to be used for domestic travel. There are a few exceptions now but the main rule for international travel is that you need to buy a normal ticket (with any reduction you are entitled to, depending on your subscription). If you have a digital ticket, then you use the barcode to open any gates and you do not check in or out anywhere. If you have an international ticket on a one-time use chipcard, then you need to check in that ticket (but never your personal chipcard!).
