I have some visitors coming and I’d like to rent a couple of ov fiets to get around the city I live. The FAQ page says: “If you arrive at the station by train, you can quickly and easily rent a public transport bicycle...” Is a necessary condition? I mean, we are only intend to use them to go places, without use the train. I guess it’s possible, but I’ve never used a ov fiets so that’s why I’m asking. Thanks in advance!

It's no problem to rent an OV-bike without traveling by train.
You can rent two bikes with one OV-chipcard. You do need an OV-fiets-subscription. If you have an NS Flex-subscription, this subscription is already included.
