The number of characters in an IBAN differs per country. Dutch IBAN numbers consist of 18 characters. You should contact your bank and inform them that they should accept the IBAN that you were given by NS, since it is a valid IBAN.

It is indeed the full IBAN. Is the SWIFT/BIC code missing, maybe? That is ABNANL2A.
