personeel ov-card didn't send me

Hi l'm EunSeo Yoo. I bought and subscribed NS felx and personal ov-chip card on September 23rd.

 

But it still not come to me.

I think it sent other house/ address.

I really want to get it

but how to I do? 

Should I stop my original card and subscribe to it again  it?

Also can’t i return my mouny that i subscribed?
