What are the features of NS Flex Weekend Vrij?

Hello everyone.
I have a valid NS Flex Weekend Vrij subscription.

And I have 2 questions.

First:
As I understand, with this subscription I can travel on weekends only on domestic NS trains (Intercity, Sprinter) and Arriva trains.
Am I right in understanding that with my subscription I cannot use ICE trains that go from Arnhem to Amsterdam and NS International Intercity Direct trains that go to Belgium?

Second:
To which cities in neighboring countries can I travel with my subscription?

You can only use it on few short stretches just across the border.

To Leer (D) from Groningen

To Gronau (D) from Enschede

To Emmerich (D) from Arnhem 

To Aachen Hbf (D) from Heerlen

The above mentioned stations in Germany have regular Dutch poles for checking in/out.

No options for Belgium.

You can use it in the ICE, even without supplement, though train staff might be trying to convince you it's not allowed. And be aware that the ICE will not call at Arnhem due to works in Germany for most of the coming 80 weeks.

In the Intercity Direct to Belgium WeekendVrij will be valid till Breda. As of the 2025 timetable it will be valid in the Eurocity to Brussels between Rotterdam and Breda and in the Eurocity Direct to Brussels between Lelystad and Rotterdam Centraal.

In combination with an international ticket (with 100% discount in the Netherlands on weekends), you can also use your subscription for international travel to pay for the Dutch section of your trip. In this case use the QR code on the international ticket and do not check in/out.

So i can use my OV-chipcaard in ICE by DB from Amsterdam to Utrecht without any extra pay in weekends?
